the frequency that Intel defines is the nominal frequency, which is neither the fast nor slow frequency. My guess is that this frequency controls >85% of the chip, which is why it makes sense to mention this frequency. but like other people have mentioned, in any CPU, you also have bus interface frequencies, JTAG frequencies like Tenchusatsu mentioned, and I'd be willing to guess that there are others as well. despite the large number of clock domains, there is always a predominate frequency in the chip, and that is what Intel lists.

wrong again. until recently, amd always specified the frequency of their chips.
