These are great ideas. Unfortunately, there's "nobody home" in Homeland Defense.

Its important to realize both foreign policy and military policy abroad is inextricably limited by our level of defense is here - the safer we are here the more can be done abroad, and the less we need to rely on coalitions and policy on tip-toe.

Obviously, pro-active, loggable, queryable tracking devices can be put on containers for ships as well, as someone on another thread mentioned, which can be queried by cellphone/GPS, w. sensors, etc., and companies like Oracle or IBM would love to rush a system to monitor it all.

It's production ramp-up that will be the challenge, but PLENTY of capacity and genius out there to do it, it only takes leadership.
