Probably not true. What is likely (I know wanna_bmw) the case is that AMD could not get a significant performance boost from going to 0.13 micron with their current equipment. So they changed the lenses to StarLith (I think), and ordered some 193nm scanners for the most critical layers. Even so, AMD is not projecting a whole lot out of their 0.13 micron bulk process, the only speeds mentioned are 1.733GHz and 1.8GHz.
