It would start looking pretty funny if they have Hammer 4300+ CPUs that get outperformed by Intel 4GHz CPUs.

Not as funny as having a processor running at number of different frequencies, marketed as 2 GHz, which is outperformed by a 1.6 GHz processor marketed as 1900+.

Apparently they are. How else do you explain a 1800+ rating that out performs a 2 ghz P4? OTOH, you are assuming the modelhertz number is based on the P4s Mhz...
this is not necessarily true.
