You missed the point completely. When you join a standards body, you agree to various rules relating to patents: you must disclose your patent claims, you must license on reasonable and non-discriminatory terms, etc.

Strict adherence to such rules is essential for standards bodies to be able to function


And for one, they didn't have patents at the time, they had filed patent applications.

Next, the question of "fair" and "reasonable". Do you suggest the gov't tell RAmbus what is fair and reasonable? The royalty percentage should not be a question. They ask for X%. No company wants to pay royalties to one company and this is simliar to the Qualcomm situation...

Let's face it.. Rambus does not have to license anyone. Of course, they chose to license instead of manufacture their own RDRAM.
