mexicans can come and go as they please already. introducing a larger govt bureaucracy to process them legally accomplishes nothing. why would they want to sign up for your program when there aren't any benefits to be had for them?

you failed to address what happens to the "guest workers" you would invite here. do they pay taxes? do they get some sort of minimum wage? how does all this work?
