Not too different really than the old MAD system of deterrence during the USSR/USA cold-war era.


As we have discussed here before, the present situation is completely unlike the Cold War MAD strategy. The reason MAD worked is that both sides had a lot to lose. This great fear of complete loss and the desire to avoid it, allowed the MAD policy to be a stable policy, one that kept us at nuclear peace for 50 years.

On the other hand, a suicidal opponent in small groups with no identifiable assets or homeland, is ready to throw all of life away -- nothing left to lose. Negotiations, attempts at compromise, and threats of destruction are complete ineffective. The only possible path under these circumstances is to kill him. Cold, hard, unfortunate reality...
