Dresden 0.13, has been qualified for volume production.

If the process is qualified and the product is qualified at Dresden then fine. Production may come online but the discussion was about .13u production from an outside source when AMD hasn't even seen first silicon yet.

I'm still trying to figure out what gives? Is this simply to expand capacity? Where's the market? The downside is higher costs and lower performance. AMD can't afford either. This just doesn't make sense.

The UMC process, for which AMD is currently in production with, should provide AMD with high performing Thoroughbreds in Q1:

AMD could potentially get an extra 2 million high performance Thoroughbreds from UMC in Q1 (limited by 20% of overall production). Although, I doubt that they can ramp that fast.
