Tom, This commentary reminds me of several conversations with pensioners of funds similar to the Wisconsin one, specifically Texas and North Carolina. The pensioners are quite happy with their benefits and regard the stock market as something very close to gambling. They will NEVER put a dime of their own funds into the stock market even though their pension fund may be 70-90% invested in equities. Financial education is woefully inadequate or nonexistent in the US. Most of them will have never seen a report like this one for the fund that pays them their pension benefit. Robert
