Yes, but I'm pretty sure you still get two CDs.

So, you get two CD that you'll never need. Since the software comes pre-installed and bundled by the OEM.

Lars - You get NO (as in zero) CDs, not 2... DELL and the other OEMs have not shipped OS or app CDs for over a year. They have a number of on-disk restore facilities which restore the state of the machine as shipped, or do incremental re-install of components. This was a part of the anti-piracy campaign. The process is amazingly simple and trouble-free, the whole installation including all of the bundled apps takes about 15 minutes. That's because the image is pre-configured for the machine for the most part.

I don't know what the practice is in Europe, I should probably buy a PC over there just to see what the experience is.
