This is just a SWAG (stupid wild a** guess). I'm thinking the shortcuts in question could be a backwards compatibility thing enabling DI to find what it needs in earlier versions of windows (where \system32 may or may not exist). Probably not applicable or ever called on XP. You can choose to ignore the problem in Windoctor and if everything is ok when you restore your image you can choose to delete the invalid shortcuts. Maybe someone that really knows will wander by the thread.
