No, you can't. And anyone who didn't want to fly, enter certain buildings, buy dangerous materials, travel outside the country, study nuclear physics, etc. wouldn't need to get one.

You can't make everyone have a national ID? That's silly. If you don't present the card you (pick a few of the following) --

can't buy a ticket/board a plane
can't open a bank acct
can't get a loan
can't enroll in school
can't rent/buy a car
can't rent/buy a house/apartment
can't get medical treatment
can't rent a hotel room

The list could be endless

I live in an area with many long-term foreign workers who are here on tourist visas. They could be cleared out in a minute if that was what we wanted.

We have the means but not the will.
