Forgive me for pointing this out, but if citizens didn't need a card to rent a car but foreigners did, wouldn't the foreigners be able to fake not having a card with some facility? As it is now our right to exist without identity papers is nil. Anyone who doubts this is invited to do any of the following: (a) Cash a check. (b) Get on a plane. (c) Drive a car. (d) Do anything that might attract the attention of the police, for example, take a walk at night. (e) Buy a bottle of wine. (f) Get their mail from the post office. (g) Get a job. -- Carl
