I think 99 had more of a base from August to October. 98 had a double bottom that everyone has kept focusing on for last six weeks. Going back to 90, the times where the market made a single spike low and rallied hard, the retracements have to tended to be .62 or greater. We just had a .38 retrace in late October's post-expiry.
