Well all this engineer knows is that 911 had nothing to do with any failure of any baggage screeners. The federal employ of baggage handlers is a colossal waste of money that does nothing in the long term to make anything any more secure. Screening baggage day after day hour after hour is a boring tedious activity. It does not require someone work for the Government to make it any more or less prone to work or fail.
