Right off the top of my head, I'd say the start-up phase of such a data base would take 20 years. It would be totally useless in terms of increasing our security during that period. May even give us a false sense of security.

When we're looking at the feasibility of a new system, we need to differentiate the system in operational mode from the start-up and population of the data base, which is a one-time problem, not an ongoing one.

I agree with you that it's interesting to brain-storm the idea. So here's some things others have suggested and I agree with.

You shouldn't have to carry it with you all the time, just when you want to do certain things, but you should need it to get a job, open a bank account, cash a check, buy an airplane ticket, board an airplane, come into the country, leave the country.

We need to require people using visas to have one, too.

So if it takes a while to cross-check a fingerprint, I don't think it matters. We don't need to produce IDs in real time. 4 to 8 weeks for processing would not be unreasonable.

I think it does. Somebody could forge multiple birth records and obtain as many fake national i.d. cards as they cared to apply for during that 4 to 8 week lag. Think of each fingerprint as a postage stamp. Unless and until it's "cancelled" it could be used over and over again.
