Won't an ATC system cost another several billion $?

I don't understand why it wouldn't be nearly as expensive as a full fledged cell network.

The soft handoff is easy between satellite and terrestrial because they would be at the same frequency.

Hi, Maurice. That much I get. However, since building a multi city terrestrial network ain't done on beer money, I was wondering if the existing cell / sat configuration, with each on differing frequencies, could do soft hand off. I know it was speculated that that capability was coming, but haven't heard much since.
