Sure, mine does as well. It's code, I believe. You cannot legally do it in any other fashion.

If you had it differently in prior homes they may have been set up prior to such code, or, they were Rube Goldberg installations.

As far as vacuum coming in from outdoors that I cannot tell you. It's been years since I've had a home without a fireplace but never have I had a full time residence without gas, relying only on electric. Now in some country homes, what happens is that a lot of people work on their own stuff. I've had those.

Nothing is ever to code. So if you buy one of those homes you might be well advised to have it checked out unless you know the codes yourself.
