The Arab refugees are a tool, as much as Holocaust survivors were a tool.

One big difference, len. The Zionists actually cared about the welfare of the Holocaust survivors; the Arabs didn't give a damn about the welfare of the Palestinians.

Do you think that hundreds of thousands of paupers, traumatized, emaciated and often broken in health, were the kind of immigrants that were really advantageous to the Israelis? They took them anyway because they cared.

Now if they had done the politically smart thing and kept them penned up in refugee camps for fifty years, they would have the advantage of being able to counter the Palestinian refugee problem with an equal Jewish refugee problem. In that case, they would have had a 'tool' just like the Arabs do.
