Nobody, to my knowledge, has explained how a national i.d. card would have prevented 9.11 or would prevent a future attack. I've seen people PLEAD for an explanation, only to fall on deaf ears. None has been offered yet. It's because there isn't any justification. Anybody who wants to do 9.11 again could do so either by playing by the rules and getting a national i.d. card or by getting a non-citizen card or visa and do the same thing. The whole idea of a national I.D. card providing any security whatsoever seems utterly illusory, propounded mostly by those who would personally gain, like Larry Ellison.
