The terms of engagement were defined on the night of Bush's first address to the nation after 9/11. He said "no distinction" between terrorists or the states that harbor them. The "state" of Afghanistan (the Taliban)has harbored, they were given fair warning and time to either produce bin Laden or facilitate our ability to do so. They chose not to and the consequences are being played out. I'm sure the other harboring states are watching the consequences and hopefully reconsidering their past positions.
