Some states use SSN's as drivers license numbers. Creditors and lawyers who handle things like financial collections like that, because once they've got the drivers license number, it pretty much opens up a person's financial picture. All it takes is an application where a drivers license is required. As a result, some of those states have enacted privacy laws to prevent the drivers records from being disclosed.

The FAA used to issue pilots licenses using social security numbers, but has enacted regs. to allow a different number to be issued for privacy's sake.

I'm concerned that a national i.d. number will destroy the protections that those privacy laws are intended to protect.
