Some people (probably large corporations) allocated some donations to the September 11 Fund to overhead and specific sectors that were hard hit, like the 'Arts'.

Many companies and organizations ignore complaining E-Mail these days, so I would use good old fashioned snail mail for important complaints like yours, even though it takes a little more work. You are also more likely to receive a response.
