Great points, and I can't really respond with a great argument.

'So "where's the beef?" that we can "eat it with a fork." Why doesn't RK let the world know there an approvable? Perhaps protocol.'

My guess is that she is very paranoid about the competition (meet Mr. Merck, Mr. Pfizer and Mr. Pharmacia), and is trying to balance her duty to keep the shareholders somewhat in the loop, with trying to keep the competition a little off guard until she has no choice but to come right out. That balance scale may have just tipped too far to one side this past Monday, with the stock approaching the margin limit and the boundaries of acceptable dilution. She said enough in the President's Message to move the stock out of red alert territory, while choosing a medium(President's Message vs. NR) which would not go so far as to immediately hit the radar screens of major media or the US investment community.

I think the reality of her paranoia was reinforced by her comment to the group huddle after the AGM, regarding the latest mystery study (Pennsaid vs. Oral Diclofenac) - I was not personally in that huddle though I have heard first hand accounts of what was said.

Boy, Cal, I really may be reaching for that explanation, but I do believe it may hold some water. This is a woman, I'm sure, whose survival instincts have been sharply honed by clever application of her own legal expertise. In other words, if it's legally possible, don't put it past her to do it.

If I were RK, and I did have an approvable letter, I would wait until the inspection was done, and when I had a good sense that things looked positive, then I'd release the NR saying we had an approvable letter.

The last thing she wants to do is release the letter and then have the FDA say ... well once the door is pink and the floor is sparkly and the lights are green and ... and and.. and .... get my point.
