The economy was tanking before Bush entered office. There is no way to prevent copy- cat terrorists. Do you realize that there were more school shootings under Clinton then any other president, and more domestic terrorism? Do you want to blame all of that on Clinton?

"Order to Haiti" broke down almost as soon as our troops left, just as the vaunted pacification of Northern Ireland barely lasted a season. Bosnia? First, he waited a rather long time for ethnic cleansing to be pretty much complete, then he drew up an armistice which pretty much guaranteed that the newly carved ethnic zones would be sacrosanct, then he sent in troops (that were supposed to leave several years ago) to enforce the results of ethnic cleansing. North Korea to the bargaining table: okay, he did give them a good bribe, and take advantage of nationwide starvation to make almost no substantive progress with negotiations.

His efforts in Israel led to Intifada II and the election of Ariel Sharon as prime minister. Although he has, in a manner of speaking, held Saddam in check, he was forced to accept the refusal of the Iraqis to continue with inspections, so we don't know what Saddam has been up to. He made no progress on East Timor; he ignored warnings of the Rwanda butchery, and failed to act; he may have allowed China access to sensitive technology and compromised national security by failing to react to a known breach in a timely manner; and even after several terrorist outrages, he failed to be aggressive against Al- Queda.

He did some things right, supporting GATT and NAFTA, and the expansion of NATO. Others things are arguable, for example, did he put too many apples in the Yeltsin basket? But to imply masterfulness is ridiculous. Bush is, properly, focused on the pressing need of our time. After all, these were direct and spectacular attacks on United States soil. Nevertheless, he has been negotiating on other outstanding issues with Putin and others. So far, he has done a splendid job of advancing American interests.

As for the superb managing of the domestic needs of the country, since the Congress largely controlled the agenda, and Clinton mainly watered things down a bit, and since most states were run by Republicans, I have no idea why you would give Clinton especial credit for the domestic situation. Even something like his vaunted initiative to put more cops on the street was a bust: it never reached 100,000, and with the number of jurisdictions involved, it didn't even put one more cop in each station house. Anyway, the economy was mainly driven by the digital revolution. He had about as much to do with it as Calvin Coolidge had to do with the Roaring Twenties.......
