Here I agree with what you write, but not with what you propose. The whole idea that hacking off chunks of government revenue will somehow lead to the bad regulations and waste being cut while beneficial regulation is maintained is just an amazingly stupid idea. One might wonder who would propose such idiocy, but the answer is also in Hardin's thesis. As with the tic-tac-toe player, the winning strategy is to change the game, falsify the rules, grab the money and run. Like Lay of Enron, the proponents of gutting the government can say "opps, maybe it wasn't a good idea, I think I better think it out again", after they have filed the deposit receipts on the hundreds of millions of dollars pulled from what a large group thought was a common resource.
