I would speculate that headlights are a purposeful omission, because they want Segway to be perceived as a tool for pedestrians, and not as a vehicle. As a vehicle it would have to use the roads ( just like bicycles which aren't allowed on sidewalks in most areas ) and it just wouldn't be accepted as a road-worthy vehicle.
