We were totally caught off guard on September 11. I think it was more a problem with the intelligence community, which has suffered a lot during the last decade. Perhaps this is a wake-up call for increased intelligence - which will probably bring out a bunch of complaining ACLU-types. We must maintain a balance between civil liberties and national defense - a balance which will shift on occasion and must be fluid.
