While your scenario is generally plausible, I don't buy it as an explanation; intelligence agents would have been more discrete than these guys were reported to be.

Also, have you considered just how difficult it is to penetrate the upper reaches of Al Quaeda as you suggest? The top Al Quada people were all related somehow. The Israelis would have had to turn an Arab against his own kin, his sworn loyalties, and his own honor. Not easy.
