Good information, and to quote from it, this move is "unwise because it could start a chain reaction that jeopardizes the three decades of progress the United States has made in reducing the threat from nuclear weapons."

Why should they be? The last test was delayed two days because of bad weather so those bad, evil Russkies and those oh so numerous "rogue states" can launch their nucs on cloudy, rainy days.
