I have to doubt your testimony to the testimony. I was in California during the great Northridge quake and I do not believe email existed yet. It certainly wouldn't have been available in Northridge very soon after the quake, which calls into question the validity of said brother-in-law's recollections by the time he could have sent an email. Even so, internet security is woefully inadequate, so the reliability of the transmission further calls into question anything that might have been perceived and reported at the time. But since email didn't exist, and wasn't accessable if it did exist, I believe shifting didn't exist either.
