In this case yes.

I doubt it. Age alone has nothing to do with a treaty in general. It does in this case when the technology and the threats we face have changed so much. Our interests are number one (hope that's not too offensive for ya), and if a treaty binds us NOT to protect ourselves then I say we MUST back out.

Incidently, the initial response from Russia is that they don't like it, but have indicated it will NOT hurt our relationship going forward. If it pisses China off, I don't really care. They could conceivably even be a source for a rogue nation to get a spare rocket or two.
