They (China) already have at least 20 missiles capable of hitting us, aimed at us. The best we can hope for is they do not 'accidentally' go off before we get our shields up.

It's a shame that under the Clinton regime, China was allowed to get hold of our technology which allowed them to develop effective missiles. Previously, they never could get a missile into orbit. I agree that I hope when the missile defense system is built that we never have to use it. It's a bit like a home security system. Lets you sleep at night, but you hope it is never triggered by an intruder.
As for an arms race, I believe there's no single country out there that could effectively compete with the USA in an arms race.
