The essence of leadership is setting the course. You might recall that Lewis & Clark took a poll of their men on which river to follow and promply and rightly led the expedition in the way they believed was correct and the opposite of the poll results. They, of course, were right. So we can poll Europe and we can then lead the world on the course we believe to be right, regardless of the poll's outcome.

Well, you see the world had a reached a balance and nuclear proliferation was essentially stopped. If we unilaterally decide we will be able to blow the whole place up which we can and then build defenses to protect us from harm's way, well then everyone else has to respond and they will by making sure they can defeat our shield to keep us from just lobbing at will. And the race is on and it will be a race with no winners just a bunch of losers, the altenative is treaties and agreements, and reduction of nuclear weapons. When these babies are lobbed no one wins. If everyone is racing to build them the likelihood of them being used increases not decreases. In this case the best defense is a good offense which we already have.
