The data sheets say that the decoder does one x86 instruction per clock, i.e. main clock. The decoder runs at full speed. End of story.

Not a whole lot, because the benchmarks are what matter, not necessarily how fast most of the chip runs. Isn't that the mantra of AMD's "QuantiSpeed" campaign?
