You are correct. Both parties submitted unbalanced budgets. But (believe it ot not) all 8 of the Democrat budgets were (marginally) smaller than the 8 Reagan budgets.

Democrats submitted larger social spending outlays, and smaller defense expenditures... Reagan had larger defense outlays, and smaller social.

Neither party had 'responsible' budgets, and the burden of the national debt run up during those 8 years will weigh down generations to come.

We 'ate our seed corn' as a nation during the '80s.
