Prior to the Scalia appointment of Bush there was still uncertainty. There is every reason to expect that the market would be nervous just because there was an election. The real plunge did not take place until real effecs of Scalia's actions were apparent.

No one knew who would win until the SCOTUS ruling. You may as well say the
economy tanked because Al Gore had a serious shot at becoming president.....

You forget that GW had his Official presidential PJ's on early that evening, a giveaway that his brother, the Florida Legislature, AND the Supreme Court stood ready to assure he could keep them even if they had to subvert the Constitution.;)
