You should remember that a suitcase bomb is said to have the destructive power equal to 1 kilotons. Such a bomb could kill tens of thousands of people (total destruction less than a square mile?). A ballistic missile with a nuclear warhead could kill millions. How do you do a cost benefit analysis of the damage from a single ICBM with multiple warheads? As far as past history goes, till very recently, only three countries had the ability to launch ICBMs and hit America with nuclear weapons - and two were allies. That world is vanishing.

Of less importance, is the fact that the Soviets pretty much, pissed on the ABM Treaty for many years. They even fashioned a national ABM system early on - I believe, in violation of the treaty.
