And the MAD policy has served as a perfect deterrent. Fixing what ain't broken, at enormous cost, seems secondary to shoring up defenses where casualties have been high (car bombs, truck bombs, airplane bombs, sarin gas).

The US has been on opposing sides of several major proxy wars with Russia and China, without a single ICBM strike. In this case, I'd say the best defense is a devastating offense, and ours has no peer, which every foreign leader knows beyond question.
