With weapons of mass destruction, terrorists can cause a breakdown in public order and limitation of our freedoms, as well as destroying a good deal of our industrial capacity........

The impact of the attacks of 9/11 is still being felt and will for some time. And it is happening at a number of different levels. If you have traveled at all in the past 3 months, you will know that moving about this country has become significantly more inefficient. You spend more time getting into the airpot parking, more time at ticketing, more time in the security checkpoint. This is time that you could be doing something else, like contributing to the productivity of your employer or spending with your family. This means that it has effected our productivity in the workplace as well as hurt our home life. And this is just one example.

But perhaps more importantly and addressing what I think you were referring to, the terrorist action has (IMO) created an environment that is fertile for extreme groups, on both sides of the political spectrum, to thrive in. And those groups will likely have some success in weakening the Bill of Rights.
