I suspect that counterfeiting itself, is the least of the problems, as it only does what governments do themselves intentionally. The real problem comes when and if consumers and shopkeepers are the ones who bear the cost of accepting a counterfeit that is later confiscated without compensation, even though the responsibility cannot really be theirs. In that case accepting the new currency itself would be irrational.
