Unfortunatley I have experienced the exact same thing almost in the last week, including being hung up on by a supervisor.

And while the right hand can't ship, the left hand is reducing the price of the item by $100.

I think Dell started making some trouble for itself when it built a new headquarters in Austin (south of the river near the executives homes). With traffic and whatnot the execs do not go north to Round Rock to see the factories or the sales/service buildings and workers. Instead they summon managers to meetings in their headquarters or send e-mail.

They are losing the type of hands on knowledge they gained from walking through the banks of phones to get to their offices and conference rooms. Any visit is now "special" and everyone is on their best behavior. It's a lot more like IBM ruling it's empire from Armonk with the same distortions of the message as it rises through channels.
