No, of course they aren't. They're part of the cost/fallout of the terrorist acts against the US for which Canada is also paying, particularly as those acts relate to Canada's immigration policies.

If Detroit decides it's no longer cost effective to get parts or produce across the border because of the slowdowns, Canada will suffer terribly, just as it would if the terrorists were to blow up the auto industry buildings in and around Windsor.
