Absolutely. Look at the softwood lumber dispute I cited earlier.

Check out this article, for example.

And note the following: "Now trade bodies like the World Trade Organization mediate the disputes. Each time the dispute has erupted, the trade bodies have sided with Canada."

But still we impose the duties, in apparent violation of NAFTA and other international free trade laws and principles. Sounds mightly like strong arming to me.
