Alomex -- you can call it proper planning if you like, but overbuilding by a factor of ten or twenty has created a glut of capacity.

Whether this is prudent or not will only be known in hindsight. Heck, Qwest had to buy a baby bell to get more utilization on its huge fiber network. And although that was before anyone could concieve of this fiber glut, it should have been an omen to investors of things to come.
