Unlit fiber, by definition is not part of capacity. Unlit fiber requires millions of dollars of switches and equipment before it becomes functional (and hence lit).

A glut of capacity, if it exists, is an excess of lit fiber.

Gst, I couldn't agree more. The question is when will the glut end?
