I would not be surprised if R&D had been somewhat neglected, it is the easiest part of the military budget to trim. I agree that pork barrel harms the budget process pervasively. Given the significance of the digital/telecommunications revolution, I would not be surprised if much had flowed from commercial research. Still, the technology has to be developed for specific applications to the mechanized battlefield.....
