IF Clinton had a Democratic House and Senate
In case you forget Clinton was a very strong leader of the Democratic party. Those budgets were formed with his priorities and they were passed at his insistence and they were signed with his pen or vetoed. The Republicans played shutdown games until they caved. He didn't have to cater to the extreme of his party or the extremes of the Republicans. The surplus would have materialized because it was Clinton's goal and he had the skill and intention to make it happen.
