Throughout the 90's, most years the budget was in deficit, and therefore debt was accumulating. Yes, the early eighties had high rates and a recession. The high rates preceded the recession, and the recession was basically caused by Paul Volker trying to drive out inflation. Although the economy was chugging along in the late '80s, there was a slump in commercial real estate due to over- capacity. A slump in one sector does not tell the whole story. (A slump in one city does not say what is happening in the country). Anyway, the data does not bear out your assertions......
