Lets face it, Bush has a good cross cultural staff. If the Dickens models prove right (and no reason to suppose not) then all of a sudden Black Americans realize they can do better. Just a few dollars spent here and there, an Ad campaign, Bush could pull a lot of Black votes with some support of new "data" on so called "Heriditory IQ".
